Proxy servers act as intermediaries between your computer and the outside internet. Basically any internet request goes through the proxy, and if approved by the settings of that proxy, it is passed on. What are web proxies and how do i use them?

Proxies are websites that allow you to view web pages that may be inaccessible to you due to server restrictions. School/work servers often have a large, frequently updated website ban list. At my school, proxy websites found are banned within a week.

What is the difference between a web proxies and an ip:port proxy?

Proxies by their nature since they are browser based will leak out any information that does not go through the browser, that includes Java applications flash and more. You think you are safe but your ip and more is going out your network card not affected by the proxy.
If you want to have full security you need a personal VPN which will work on the level of you network card. Any traffic going out has to go through the VPN because it is between the data and the network card.
